Project update: Toronto Pearson launches procurement for Gateway
Toronto Pearson continues to build momentum for Pearson LIFT - Long-term Investment in Facilities and Terminals, launching the competitive procurement phase for Gateway program while advancing the procurement for T1/T3 Revitalization program. Once these competitive selection processes are complete, design and delivery partners will be confirmed for all three major Pearson LIFT programs.
Gateway is our terminal expansion program, adding net new terminal space designed to accommodate an additional 15 million passengers annually and provide a world-class passenger experience.
Gateway requires two separate delivery teams for the two distinct scopes that form the program. The RFQ can be found on MERX. Toronto Pearson is committed to maintaining a fair, robust and inclusive procurement process in delivering Pearson LIFT.

Project update: Toronto Pearson advances Pearson LIFT: Launches procurement for T1/T3 Revitalization; awards first major contract
Toronto Pearson continues to advance its plans for Pearson LIFT - Long-term Investment in Facilities and Terminals, launching a competitive selection process for the T1/T3 Revitalization program and selecting Pearson Accelerator Construction Team (PACT) to lead the planning, design and construction of the Accelerator program, delivering vital upgrades and revitalization of airport assets.
PACT brings together Canadian led or founded businesses combined with global airport expertise and an extensive employee and operational footprint across Canada. PACT is a general partnership comprised of Kenaidan Contracting Ltd., Alberici Constructors Ltd., Amico Major Projects Inc. and Obayashi Canada Ltd., with decades of experience across 170 airport projects.
PACT will be supported by a design joint venture of Egis and Mott MacDonald with key supporting expertise drawn from WW+P Architects, WSP Canada, and Woods Bagot.
The Accelerator program will be delivered through a Progressive-Design-Build (PDB) model, proven to enhance early and ongoing collaboration, flexible decision-making and cost control.
