As a corporation without share capital, instead of shareholders, the GTAA has members who are also its directors.
The GTAA is governed by a 15-member board of directors who serve a term of three years and are eligible for reappointment to a maximum of nine years.
Seven directors are appointed by the board from a pool of candidates on a cyclical basis. All but three are identified through a search process. Those three are selected from candidates nominated by the Named Community Nominators:

Each municipality is entitled to provide the names of three candidates on a rotating basis. The board then appoints one of the three candidates to each available director position. The Government of Canada is also entitled to appoint two directors, and the Province of Ontario, one director.

Kathy Milsom is the Chair of the Standards Council of Canada. She is the former President and CEO of the Technical Standards and Safety Authority, and the Canada Lands Company.
